Он расположен на анатолийской/азиатской стороне Бошпоруса, недалеко от пирса Бейлербейи, на берегу моря. Строительство было заказано султаном Абдулхамидом II в 1778 году в память о его матери Рабии Султан . Это работа архитектора Тахира Аги.

Мечеть выполнена в стиле барокко и построена из тесаного камня. Это здание с 55 окнами, двумя минаретами и восьмиугольным основанием. Она имеет один купол, а площадка перед михрабом покрыта полукуполом.

Интерьер украшен каллиграфическими работами. В мечети сохранились как османские, так и европейские образцы энкаустической плитки . В этом контексте мечеть представляет собой своего рода выставку различных культур.
