How work permits in Turkey are submitted

Foreigners who apply from abroad must submit their application to a consulate of the Republic of Turkey in the country where they are a citizen or a permanent resident. The application should include a work contract, a letter of assignment, or a document establishing corporate partnership.

After the candidate applies to the consulate, the employer in Turkey must complete an online application within ten business days and submit the required information and documents to the Ministry of Family, Labour and Social Services, either in person or by mail. Applications filed abroad are processed electronically by the consulates of the Republic of Turkey and the ministry.

Documents for work permits application process in Turkey

Applying for work permits from within Turkey

Foreigners whose applications are approved by the Ministry of Family, Labour, and Social Services must enter Turkey within a maximum of 180 days after receiving their work visa.

Foreigners who already hold a residence permit with at least six months remaining, or their employers, may apply for work permits from within Turkey. The main exception is residence permits issued for schooling in Turkey. In these cases, applicants do not need to file a separate application with consulates of the Republic of Turkey.

Once the online application is submitted in Turkey, the required documents must be delivered to the Ministry of Family, Labour and Social Services within six business days, either in person or by mail.

Processing time and official review

The Ministry of Family, Labour and Social Services evaluates work permit applications together with other relevant ministries and public institutions when necessary. If the application is complete and all required documents are submitted properly, the procedure is completed within a maximum of thirty days.

If any required document is missing, the applicant is contacted and asked to provide the missing paperwork. In that case, the thirty-day review period starts on the date the ministry receives the missing documents.

For applications made from abroad, the ministry informs the relevant consulate of the Republic of Turkey through the Ministry of Foreign Affairs whether the decision is positive or negative. For applications made in Turkey, the ministry notifies the foreigner or the employer directly.

After approval: entry and address registration

Foreigners who receive residence and work permits through consulates and then enter Turkey must register with the Turkey Address Registry System within twenty working days of arrival.

Since official procedures may be updated, it is wise to verify current rules through official Turkish government sources before applying. You can also review broader country information on GoTürkiye and general background on Turkey at Britannica.

Sectors with different work permit rules

Work permit principles can differ depending on the field of employment. Education, housekeeping services, health services, tourism, aviation, entertainment, and other sectors may follow different methods. The same applies to foreign direct investments, special foreign direct investments, professional services, and liaison offices.

For that reason, applicants should not assume that every profession or business type follows exactly the same path. If you plan to live and work in Istanbul, it may also help to familiarize yourself with the city and its districts, from Taksim Square to Balat, especially while preparing for relocation and settling in.

Before you apply

If you are not familiar with the legal procedures required to obtain a work permit, that is completely understandable. The process involves deadlines, document submission, and coordination between the applicant, the employer, and official institutions.

Before starting, make sure you understand which supporting documents apply to your case, whether you are applying from abroad or from within Turkey. It is also helpful to confirm whether your residence status makes you eligible to apply locally. After your paperwork is in order, you can spend more time planning daily life in the city, whether that means getting to know central areas such as Sultanahmet Square or organizing your move.
